Wait, this game has a soundtrack? Well of course it does, but I can see why one whould pose that question. This is the sort of soundtrack that is just there to elevate the high-octane, fast-paced gameplay. The muddy sounding tracks and techno beat lets the gameplay have the frontseat, making you forget that it's even there. I definitely have nostalgia glasses on when I say this, cause this game was my childhood, but that makes it a truly great soundtrack in my mind.
Menu Theme sounds almost tribal playing over the exhilirating racing gameplay shown when you boot up the game. It showcases some of the maps and areas you can race through in the game, and I vividly remember the mesmerizing sensation I felt back then.
In summary: Top tier synergy between soundtrack, sound effects and gameplay, which makes for a captivating experience. Many of the tracks would also likely fit in Jet Set Radio Future to be honest:
I think it's because they use the same metallic and scrapy sounds, which Hideki Naganuma also seems to use in many of the tracks he composed and mixed for Jet Set Radio Future. This style also makes me think of the Plume track from Bomb Rush Cyberfunk.

These are the two most memorable tracks to me. I believe you won't get the full experience of the soundtrack unless you actually play the game. However, due to how good the tracks are at sticking to the same consistent theme and vibe, I'd say it makes for a great workout or focused work playlist.
